Enhancing the Institutional Capacity of Communities
As part of the “Zero Waste Cities in Ukraine” project, we aim to equip Ukrainian communities with up-to-date and practical knowledge to achieve sustainable and efficient household waste management.
To this end, we have developed a training program in collaboration with partners and experts. The program is designed for local government officials, municipal utility employees, and other stakeholders involved in the waste management system.

Competencies Acquired Upon Completion of This Module:
- Basic knowledge of national waste management legislation;
- Understanding the principles of waste management in Ukraine in alignment with EU directives;
- Ability to critically interpret upcoming laws and regulations on waste management;
- The ability to use waste management terminology accurately in Ukrainian and English.

Speakers of the second Training module:
- Enzo Favoino, Chair of the Scientific Committee, is a technical expert and researcher in the Scuola Agraria del Parco di Monza, with decades of experience in separate collection, recycling, composting and prevention. Favoino is also an expert in EU waste legislation and a valuable resource in European policy-making. He is one of the founders of the European Compost Network and coordinator of the Scientific Committee of the Zero Waste Research Centre.

- Jeck McQuibban, the Head of Local Zero Waste Implementation at Zero Waste Europe, based in Brussels, head of Local Zero Waste Implementation program.

Competencies acquired upon completing this module:
- The ability to identify priority goals for a sustainable and efficient waste management system and develop its key principles according to them;
- An understanding of the main aspects of collecting various fractions of household waste;
- Comprehension of how the characteristics of different household waste fractions (e.g., volume, density, compressibility, fermentability, etc.) influence decisions on optimizing the fleet of municipal vehicles, determining the number and types of containers, as well as setting the frequency of household waste collection;
- The ability to consider “operational integration and optimization,” i.e., how all waste collection schemes work together to create synergy (e.g., reducing the frequency of collecting mixed (residual) waste when separate collection for specific fractions is in place).

Competencies acquired upon completing this module:
- The ability to develop tariffs in the waste management system in compliance with new Ukrainian legislation.
- An understanding of how economic incentives function in the overall waste management system.
- Understanding of how the “pay-as-you-throw-out” principle works and the ability to assess the appropriateness and necessity of its implementation at the local level.
- An understanding of the advantages of Extended Producer Responsibility (EPR) systems, deposit-refund systems, and the specifics of their implementation at the national and regional levels.
